Welding Engineer, China

The Welding Engineer is responsible for assisting the project manager on the welding discipline either for tender, project execution or for R&D project. They are in charge of reviewing the specification and requirements, qualifications of welding procedures, welding equipment and consumable selection as well as to ensure appropriate documentation is in place. 

Role specific responsibilities 

  • To assist in fulfilling the operational requirements for welding activities for project execution in a cost-efficient, effective and safe manner 

  • To ensure welding and ancillary equipment is fit for purpose, in time, at the right location, in a cost efficient way and within budget 

  • To ensure that specialist welding and material knowledge is maintained and increased on a regular basis by means of memberships and technical course attendance 

  • To provide budget-estimates and / or firm offers for tenders, projects or internal clients with respect to welding activities and equipment 

  • To assist in the review of technical specifications for tender/contract purposes, determining cost, quality and cycle time impact 

  • To provide welding cycles for pipeline installation rate estimates for tender budget purposes and planning purposes 

  • Collect, implement and use know-how and experience for the purpose of improving customer service 

  • To organize and monitor welding crew training and qualification programs, evaluate and approve crew members suitability 

  • All activities required to fulfil the responsibilities 

  • Give technical support and advice to the various departments regarding welding equipment and processes 

  • To request quotations and evaluate bids for welding equipment and personnel 

  • To request quotations for third party (ECA, NDT, ….) 

  • To ensure that required documentation for welding activities are finalised and to monitor the execution 

  • To review requirements, plan and allocate equipment 

  • To prepare and/or approve requisitions and specifications with respect to welding / equipment matters 

  • To propose test program with associated schedule 

  • To write welding procedures (WPS) and to organize WPQT/WQT on site 

  • To analyse performance (productivity, quality) during execution  

  • To provide timely specialist welding support for those phases of a project assigned by the operations/project managers 

  • To maintain / evaluate performance records of welding 

  • To ensure adequate filing, archiving and document control within the department 

  • To advise project and tender teams for material procurement requirements 

  • To kick off the execution on site location when necessary 

  • To stop the job and report any hazards or incidents in the workplace including damaged equipment or facilities 

  • To ensure that the operational welding requirements are fulfilled in a cost-efficient, effective and safe manner 

  • To instruct personnel and subcontractors in accordance with agreed plans 

  • To raise requisitions 

  • To appraise subcontractors, vendors and agents 

  • Be familiar with and adhere to all PT/Site QHSE project related procedures 

  • Carry out duties safely and efficiently in line with the Company QHSE policies and report any unsafe conditions or incidents in the workplace, including damaged equipment or facilities 

  • All duties and responsibilities in line with the schedule of Management Authorities  

Job Specific Education Required: 

  • Bachelor’s degree or equivalent in welding / materials engineering or equivalent level through experience 

  • HNC in welding fabrication or equivalent level through experience 

  • European/International Welding Engineer (EWE / IWE) or equivalent level through experience 

  • Considerable practical knowledge of QHSE systems (Relating to the individual’s discipline) 

Work Experience Required: 

  • Considerable experience as a Welding Engineer on multiple work sites or equivalent level through experience 

           (Both Off and/or Onshore Worksites) 

  • Considerable experience in preparing and executing projects within Oil and Gas welding industry 

  • Considerable experience in welding inspection duties 

Skills & Knowledge Required: 

  • Considerable managerial and/or supervisory skills (Relating to the individual’s discipline) 

  • Considerable practical knowledge of all welding processes relevant to the pipeline industry and their applications 

  • Considerable practical and theoretical knowledge of pipeline welding techniques 

  • Considerable skills and knowledge related to welding equipment and consumables 

  • Basic practical and theoretical knowledge of transportation techniques and requirements 

  • Basic knowledge of stock keeping and repair and maintenance activities 

  • Basic practical and theoretical knowledge of transportation techniques and requirements 

  • Basic knowledge of stock keeping and repair and maintenance activities
